We view risk management as a balance between happiness and safety. It is possible to be extremely safe and very unhappy and less safe, but extremely happy; which is more desirable? Think for example of the person who chooses sky diving or mountaineering for a hobby.
The most important thing to consider when looking at an issue of risk is the views of the people who may be affected; the individual, their family and the community. It is also important to view risk as a broader concept that considers the risks of harm associated with social isolation, of damage to self esteem, or how a person's opportunity to be involved in their community as an active citizen is enabled or restricted.
